Committees play an integral part in the legislative process. Bills are assigned to a particular committee based on their subject. Once a bill has been assigned to a committee, it is reviewed thoroughly before it is passed through to the full chamber for consideration, amended or not acted upon where it may “die” without ever being seen by the full chamber for consideration.
Chair of the State Pay Plan Committee

The Committee is comprised of seven members. Its responsibility is to provide oversight of the development and implementation of the new pay plans and the performance management process and to review and evaluate, upon implementation, the management and administration of the plans and processes in accordance with the state’s compensation philosophy.
Chair of the Joint Committee on Administrative Rules and Regulations

The Kansas Rule and Regulation Filing Act creates the 12-member Joint Committee on Administrative Rules and Regulations which is required to review proposed rules and regulations during the public comment period (usually 60 days) prior to the required public hearing on any proposed rules and regulations. Upon completion of its review, the Joint Committee may introduce legislation it deems as necessary in the performance of its review functions. Following the review of each proposed rule and regulation, the Joint Committee procedure is to forward comments it deems appropriate to the agencies for consideration at the time of their public hearings on the proposed rules and regulations. As part of its review process, the Joint Committee examines economic impact statements, required by the law, that are prepared by agencies and accompany the proposed rules and regulations. The Joint Committee may instruct the Director of the Budget to review the agency's economic impact statement and prepare a supplemental or revised statement. The Committee tracks agency responses to its comments.
Chair of the Health Policy Oversight Committee

This joint committee has the exclusive statutory responsibility to monitor and study the operations and decisions of the Kansas Health Policy Authority. In addition, the joint committee is responsible for overseeing the implementation and operation of the children's health insurance plans, including the assessment of performance-based measurable outcomes as set out in statute.
Transportation

This standing committee deals with matters relating to all forms of transportation in the state and sometimes tourism issues. Legislation considered by the committee concerns motor vehicles, highways, fuel taxes, motor carriers, railroads and drivers' licenses. State agencies which appear before this committee include the Department of Transportation and the Department of Commerce, the Division of Motor Vehicles of the Department of Revenue and the Highway Patrol.

Joint Committee for Information Technology

Pursuant to 1998 legislation, the Joint Committee, with the assistance of the Legislative Branch Chief Information Technology Officer (CITO), reviews Legislative Branch agency three-year information technology plans, deviations from the information technology architecture, threshold information technology projects, and threshold information technology project overruns. The CITO also performs other tasks assigned by the LCC. Estimates must be provided by all state agencies for information technology projects costing $250,000 or more. Whenever the total cost of a project will increase by the lesser of $1.0 million or 10 percent of the approved cost, such information also must be provided to the Joint Committee. Each October 1, the CITO of the Executive, Judicial, and Legislative branches submits to the Committee its three-year plans, budgets for threshold information technology projects, threshold information technology project overruns, and deviations from the applicable information technology architecture.
Governor’s Military Council

The Governor, by executive order, created the 26-member Military Council. Each member serves at the pleasure of the Governor. The Council is to foster cooperation between the military installations in the State and private and public sectors, and pursue initiatives to enhance the quality of life for all military personnel, active and retired. It is to actively foster close, effective cooperation among the installations and private and public sectors throughout the state and assist in the transfer of technology between the military and the private sector to enhance the competitive posture of both nationally and globally. The Council also assists in the development, coordination and execution of strategy required by any future change in missions proposed by the federal Department of Defense. The initial order establishing the Military Council was signed by the previous administration and re-signed in February 2010 by Governor Sam Brownback.
Kansas State Advisory Council on Aging

The State Advisory Council on Aging has 15 members, of which four are currently serving in the Legislature and are appointed by leadership. The remaining members are appointed by the Governor. At least half of the council members are required to be 60 years of age or older. The council is required to meet twice a year, but not more than twelve times a year. The council provides advocacy for the aging in the affairs of the Department on Aging, the Governor’s office and other public and private, state and local agencies affecting the aging. The Council also serves as an advisory committee as required by the federal Older Americans Act, and reviews and comments on activities of the Department on Aging and the Office of the Long-Term Care Ombudsman.
Capital Area Plaza Authority

The Authority consists of 13 members. It is responsible for the the long-range plan development including: a determination of the building, land and parking needs of state agencies in the capitol area; proper use of land in the capitol area; traffic management, landscaping and beautification in the capitol area; and the implementation thereof.
Attorney General's Senior Consumer Protection Advisory Council

The Attorney General’s Senior Consumer Protection Advisory Council (AGSCPAC) was appointed by Attorney General Derek Schmidt to create awareness of scams targeting the elderly and discuss ways to better educate Kansans and prevent them from becoming victims. The Council, chaired by former Attorney General Bob Stephan, will discuss issues such as elder abuse, financial exploitation, consumer protection and other issues that are of concern to members and the groups they represent. Two state legislators, Senator Vicki Schmidt, Rep. Bob Bethell and Rep. Jerry Williams are members of the Council, as well as representatives of law enforcement, nursing home administration, consumer advocates, the legal community and aging organizations.
